Dallin Young is the founder and CEO of Blue Water Government Affairs, where he leads strategic and operational efforts to ensure the passage or expansion of licensed cannabis regulations throughout San Diego County.

Dallin Young is the founder and CEO of Blue Water Government Affairs, where he leads strategic and operational efforts. Building on years of campaign experience and grassroots organizing, Mr. Young is a keen judge of political climate and issues. Dallin is very skilled at building the industry and advocacy relationships necessary to effect change at the local government level. Dallin has helped ensure the passage or expansion of licensed cannabis regulations throughout San Diego County including the cities of San Diego, La Mesa, Lemon Grove, Oceanside, Imperial Beach and Chula Vista.
Dallin is also Chair of the Cannabis Chamber of Commerce’s Advocacy and Legislative Committee, a trade association working to establish common sense cannabis regulations throughout Southern California. An early participant in the campaign for licensed cannabis in Southern California, Young has extensive knowledge of the political process surrounding cannabis legislation.
Young began his career in politics as a consultant during the 2012 election cycle. He has since worked on over 30 campaigns throughout the state of California including some of the largest and most closely watched races in San Diego County history. Young maintains very close ties to the San Diego political arena as an elected member of the San Diego County Democratic Central Committee and by providing data, voter targeting and technological support to the California Democratic Party and 14 other county parties throughout California.
In addition to his work in both politics and the cannabis industry, Young is a passionate advocate in the disability community as a board member for the San Diego Disability Services Advisory Committee as well as a 6-year high school Assistant Varsity wrestling coach at Canyon Crest Academy.
Virginia Casey is the Director of Communications at Blue Water Government Affairs and is responsible for media relations and community outreach as well as legislative and regulatory research.

Virginia Casey is the Director of Communications at Blue Water Government Affairs and is responsible for media relations and community outreach as well as legislative and regulatory research. Virginia has over 25 years experience as a communications professional in both the nonprofit and international sectors and has been working in California’s licensed cannabis industry since 2016.
With a background in writing, advocacy and education, Ms. Casey helps Blue Water’s clients and partners build the communication and outreach efforts needed to campaign for and pass sensible cannabis regulations that benefit all stakeholders.
In addition to Blue Water Government Affairs, Virginia is also the Director of Education for MJ Tour’s Active Aging program, which educates seniors on today’s licensed cannabis market, empowering them to make informed decisions about cannabis. In her spare time, Virginia is a PTA volunteer, enjoys playing padel, participating in a local running club and being back in San Diego where she grew up.
